INVESTIGATIVE REPORT: Heidi's Management Style Revealed: File a Lawsuit

The Oak Hill Tennessee Gazette has uncovered Heidi Pflaum's management style: File a lawsuit. 

The Gazette has discovered that Heidi filed a lawsuit in May and has sent subpoenas to about ten Oak Hill residents requiring them to show-up in court against their will.  Although Heidi is running for the Oak Hill Board of Commissioners under the name "Heidi Campbell," she filed the lawsuit under the name "Heidi Pflaum" and hasn't disclosed it.  The Oak Hill Tennessee Gazette was there last week when Heidi and her team of lawyers forced an Oak Hill resident to testify in open court.  A legal expert has informed the Gazette that the lawsuit is frivilous and will probably be thrown out of court.  The lawsuit is case number 14GC8089.  It is in the General Sessions Court, State of Tennessee, County of Davidson. 

This isn't Heidi's first trip to court.  Last year she filed a lawsuit against her landlord trying to get out of having to pay rent for the house she lived in before she moved to Oak Hill.  Heidi started the lawsuit, but the strategy didn't pay off.  She lost.  Judgment was entered against her for breach of contract, failure to pay rent and damage to the premises.  The judgment is for $1,143.27.  The lawsuit is case number 13GC8037.  It is in the General Sessions Court, State of Tennessee, County of Davidson.

Electing Heidi as Oak Hill's Lawyer-In-Chief looks like a bad move.   

But the lawsuit is a favorite tactic of Heidi and her supporters: 
  • One of Heidi's biggest supporters is the former Oak Hill City Manager who had a felony conviction in California that he successfully hid for years.  In 2007, the Oak Hill Gazette was the first to break the story of the City Manager's criminal past.  When the City Manager was finally forced out in 2008, he filed a lawsuit against the City of Oak Hill.  The City Manager's lawsuit was thrown out as frivilous.  The lawsuit was case number 3:09-cv-00419.  It was in the United States District Court, Middle District of the State of Tennessee.
  • Another of Heidi's supporters is former Oak Hill Board candidate Jimmy Bradshaw.  He has a lawsuit against an Oak Hill church that he has been pursuing for years.  That lawsuit is case number 09C3468.  It is in the Circuit Court, State of Tennessee, County of Davidson.
  • Another Heidi supporter is the PAC treasurer who filed a lawsuit against the City of Oak Hill.  That lawsuit was also dismissed.  It was case number 08-2569-II.  It was in the Chancery Court, State of Tennessee, County of Davidson.
Heidi's supporters have tried these intimidation tactics before - filing lawsuits against a church in Oak Hill and the city government.  Each time they have failed, but at what cost?  The lawyers aren't complaining! 

Heidi's first move is to file a lawsuit.  Oak Hill: What's your move?

UPDATE: Heidi tries to erase the record of being a Secular Humanist

Heidi Pflaum, who is running for the Oak Hill Board under the name "Campbell," is trying to hide her Secular Humanism now that the truth has come to light.  Below is a screen shot from her personal Facebook page last week showing that she is a Secular Humanist:

But now that the facts have been reported she is trying to change the page.  She has removed any reference to the fact that she is a Secular Humanist:

Heidi is trying to hide her Secular Humanism, which is at odds with all faith-based institutions, including the many churches and schools that call Oak Hill home.  We reported this yesterday and you can read the details by clicking here.

Heidi is campaigning for "Honest Communication."  Since this is Heidi's idea of "Honest Communication" Oak Hill is in real trouble.

INVESTIGATIVE REPORT: Heidi "Campbell": Self-Described Secular Humanist

What is Secular Humanism?  Minister Jay R. Leach, the author of "Grace that Saves: Embracing the Truth of God's Unmerited Favor," writes:

"SECULAR HUMANISM IS AT ODDS WITH FAITH-BASED RELIGIOUS SYSTEMS"


("Grace that Saves: Embracing the Truth of God's Unmerited Favor" at page 112.)  Leach also writes that "secular humanism lacks essential characteristics of a religion, including belief in a diety."  See Leach's writing by clicking this link.  This means that Secular Humanists don't believe in God.

The reason Heidi is campaigning in Oak Hill is that she wants Oak Hill to be "residential only."  The website she says she created prominently displays the sign "Keep Oak Hill Residential ONLY!":

Heidi's Secular Humanism, which is at odds with all faith-based institutions, drives her desire to eliminate all churches and schools from Oak Hill so that Oak Hill can be residential only. 

When "Keep Oak Hill Residential" signs began to appear in Oak Hill, the word "ONLY!" was conveniently left off.  This was clearly a "Trojan Horse" effort to convince well-intended Oak Hill residents to buy into Heidi's campaign. 

However, the truth is abundantly clear from Heidi's description of herself as a Secular Humanist.  Heidi is at odds with all faith-based institutions in Oak Hill, and her election will put the City Government of the City of Oak Hill also at odds with those institutions.

A Snoozer: Oak Hill Candidate Forum

A forum for Oak Hill commissioner candidates was held at 7:00 p.m. on May 14 at Father Ryan School.  Approximately 125 people attended but left disappointed.  The three candidates who attended said basically the same thing.  A representative of the League of Women Voters who moderated the event stated that candidate Wade Hill did not attend due to a family matter. 

Early on in the forum, Heidi "Campbell" attempted but missed in an attack on Nicole Hobson.  Hobson responded effectively.

Hobson sneezed a lot.

Coles is tall.

"Campbell" is clearly from Minnesoooooooota, based on her accent.

It appears that Wade Hill is the wisest of the bunch.  By missing the forum, he is the one who was able to spend the hour doing something productive.  Those in attendance at the forum, on the other hand, will never get the wasted hour back.

Oak Hill Board of Commissioners meeting postponed

The Oak Hill Board of Commissioners have announced that "due to scheduling conflicts" the May meeting has been postponed to May 29 at 5:00 p.m. in the regular meeting location.  The meeting agenda has not been released yet.  We will provide the agenda here when it is released.

INVESTIGATIVE REPORT: It's Alive! New Oak Hill Taxes

Many in Oak Hill thought the idea of new Oak Hill taxes was dead after the 2010 election.  Voters had soundly rejected the pro-tax ticket of Jimmy Bradshaw and Bill Canak.  Also quiet after that election was the "Oak Hill Citizens for Better Government," which endorsed Bradshaw and Canak and pushed for a new tax on Oak Hill water bills in 2010.

That's why Oak Hill residents we interviewed were shocked to hear that pro-tax supporters are fighting for more taxes in this year's Oak Hill election and have endorsed two new candidates to enact a tax increase: Heidi Pflaum and Ron Coles.  Heidi Pflaum, whose legal name is "Heidi Marie Pflaum," is campaigning under the fake name "Campbell" to avoid public knowledge of her septic tank that contaminates Radnor Lake with sewage from the house she lives in on Otter Creek Road, which we reported in this INVESTIGATIVE REPORT and her other legal run-ins, which we reported in this INVESTIGATIVE REPORT.

"Unbelieveable!" was the reaction of an Oak Hill man in his mid-fifties our reporter talked to about the push for more Oak Hill taxes.  "We are sick of paying more taxes every year.  It has to stop," added his wife, who asked that they not be identified by name.

Supporters of new Oak Hill taxes have combined behind the More-Taxes Ticket of Heidi "Campbell" and Ron Coles.

The pro-tax Oak Hill Citizens for Better Government PAC, also called OHCBG, has re-emerged under the direction of community organizer Mary Wherry, which we reported in this NEWS ARTICLE.  The OHCBG campaign platform in 2010 demanded new Oak Hill taxes, including a tax that would be included on the water bills of all Oak Hill residents.  Now the OHCBG has endorsed Heidi "Campbell" and Ron Coles.

Joining with OHCBG is Heidi Pflaum's website called "Save Oak Hill."  The website features a photo of Radnor Lake, which is polluted by Heidi's septic tank run-off because she refused to connect to Metro Sewer service.  Heidi's website includes these quotes demanding higher Oak Hill taxes:
  • “I favor a higher tax rate”
  • “I am happy to consider a proposal for a reasonable tax increase”
  • “I would be very willing to pay an additional tax”
  • “I would certainly consider the implementation of a annual city tax.”
  • “Treat all residents equally and equitably by adding a property tax that includes all”
  • “I would defintiely opt for a reasonable tax initiative”
  • “I would be willing to pay an additional property tax”
If Heidi "Campbell" and Ron Coles are elected, they would owe the pro-tax supporters who got them into office.  That's how politics works.  That would translate into higher Oak Hill taxes if Heidi "Campbell" and Ron Coles were in office.  The amount of the tax increase would be at least $500 per year, with larger houses paying significantly more, according to a study by the City of Oak Hill.

A senior citizen our reporter spoke to added this: "Our assessments keep getting higher but I live on a fixed income.  If Oak Hill taxes me more, I won't be able to afford to live here!" 

The issue is now in the hands of Oak Hill voters, who must decide whether they want to support the tax increase that they rejected four years ago.

Oak Hill's Glenn Funk Elected District Attorney

An Oak Hill resident will be Davidson County's next District Attorney.  Lawyer Glenn Funk, of 4214 Franklin Pike, won the election on Tuesday night.  He beat two other candidates and had 43% of the vote.  For the complete story, read THE TENNESSEAN article.


In other voting, Judge Rachel Bell won re-election to the General Sessions Court, and Oak Hill resident Rob Bigelow lost to incumbent Dianne Turner for another General Sessions Court judgeship.

INVESTIGATIVE REPORT: A Law-Breaker for Oak Hill Law-Maker?

Law-breakers usually don't win elections.  Heidi Pflaum is trying to buck that trend in this year's Oak Hill election.

Heidi Pflaum has a checkered legal past.  Her hopes for election are pinned on a last-minute name change.  Although her legal name is "Heidi Marie Pflaum," Heidi is now running under the assumed name "Campbell."

Our investigation reveals that Heidi "Campbell" worked as an unlicensed contractor on property in Oak Hill at 926 Otter Creek Road.  That is a violation of Tennessee law, a charge that has been reported to the District Attorney for investigation.

Heidi also operates an illegal septic tank that drains her sewage into Radnor Lake.  If Heidi had connected to Metro Sewer her sewage would go to the Metro treatment station.  But Heidi did not want to pay for a sewer connection.  Instead, Heidi chose to put her sewage in the ground behind her house, in an old septic tank that pollutes the environmentally critical Radnor Lake.  Click to read our full INVESTIGATIVE REPORT.

Heidi's law-breaking continued when she moved into an unfinished Oak Hill house without getting a certificate of occupancy.  There had not been any final safety inspection.  She was cited twice to court for violating zoning laws, but she didn't bother to show up.

This is not the first time law-breakers have been involved in the Oak Hill government.  In 2007, the Oak Hill Gazette was the first to break the story of the criminal past of the Oak Hill City Manager.  The City Manager had a felony conviction in California that he successfully hid for years.  Even after the Oak Hill Gazette reported the crime the city kept him on until 2008, when the pressure finally became too great and he was forced out.  But having a criminal involved in the city government gave Oak Hill a black eye for years.

Why would Oak Hill again put itself through the turmoil of having law-breakers in city government?  Will Heidi's strategy of hiding her past be successful, like the former Oak Hill City Manager was for so many years?  That's the question Oak Hill voters will have to decide.

City Chipper Service Delayed

Oak Hill's website states that the chipper service is roughly two weeks behind on collection.  Oak Hill claims this is due to the ice storm that occured in March and the exceptionally heavy quantity of material that it generated.

Two Candidates Drop Out

Two candidates have dropped out of the Oak Hill election.  Liz Beavers and Chris Taylor have said they will not actively campaign and do not want people to vote for them.

Beavers and Taylor have endorsed Heidi Campbell and Ron Coles.  Earlier this week we reported on Heidi Campbell's illegal septic tank that drains her sewage into Radnor Lake and her attempts to hide this by campaigning under an assumed name.  Click to read this INVESTIGATIVE REPORT.

INVESTIGATIVE REPORT: Something Stinks in Oak Hill

Something stinks in Oak Hill.  It isn't just the current city government, which has its own problems.  And it isn't just that smell you experience near Radnor Lake.  We will get to that in a minute.

One of the new candidates for Oak Hill Commissioner also stinks.  Her official name is "Heidi Marie Pflaum."  At least that's the name she registered to vote under.  And that is the name she has been using up until a couple of weeks ago.  It is even the name she listed on her election petition.  However, she is now calling herself "Heidi Campbell."

You could ask why she is running under this assumed name.  Maybe it is to get a higher ballot position.  But there is more to it than that.

An internet search for "Heidi Campbell" doesn't turn up much, just a professor at Texas A&M.  But, a search for Heidi Pflaum turns up much, much more.

Look beyond her testimonial for "Dr. Gary" the Magician and you will find that Heidi has appeared before the Oak Hill Planning Commission and Board of Zoning Appeals many, many times. 

Why has Heidi appeared before the Oak Hill government so many times?  Heidi was building a house on Otter Creek Road, in the watershed for environmentally sensitive Radnor Lake.  This is called the "Radnor Lake Impact Zone". 

If Heidi would connect her house to Metro Sewer, then her sewage would go to the Metro treatment station.  But Heidi did not want to pay to connect to the Metro Sewer


Instead, Heidi wanted to put her sewage into the ground behind her house, into an old septic system that flows into Radnor Lake.  It's cheaper that way.  See for yourself in the meeting minutes from 2011 and 2012.  But Oak Hill wouldn't let Heidi use a septic system in the Radnor Lake zone.  Eventually, Heidi got permission from Metro to use the old septic system because Metro didn't care about Radnor Lake. 

Heidi Pflaum wants to save herself a buck and doesn't care if her sewage pollutes Radnor Lake.  Now, the new "Heidi Campbell" is running away from her past.  We asked visitors to Radnor Lake what they thought about Heidi's septic system.  This is what one person said: "There is a mess in Oak Hill, and Heidi Pflaum is making it worse by dumping her mess into Radnor Lake." 

Oak Hill Gazette will report on the candidates

The Oak Hill Tennessee Gazette sent a survey to every candidate in the Oak Hill election.  Only one candidate returned the survey.  The candidate who returned the survey said that he is no longer running and is endorsing other candidates.

The people of Oak Hill must know about these candidates and where they stand.  Our investigative team is investigating the candidates and their positions on the issues.  The Oak Hill Tennessee Gazette will report on this so citizens can make an informed decision.

April Meeting Report

The Oak Hill Board of Commissioners had a meeting at 5 pm on April 17, 2014.  The meeting began with excellent presentations led by Rachel Bell, who is the General Sessions Judge in Davidson County running for re-election.  She talked about her passion for justice and her work to make the community better.  She was also a star basketball player.  She asked for everyone to vote for her in the May election.  Sheila Calloway also talked about her campaign for Juvenile Court Judge.

Next up was comments from citizens.  Brian McCurley questioned the proposed GNRC Agreement for Planning Services that was on the agenda.  Mr. McCurley said that the agreement had to do with commercial zoning.  Vice-Mayor Jennifer Claxton said that there was an email sent about this by someone who had not contacted the City and that the email was false.  Mrs. Claxton said that the agreement did not have to do with commercial zoning.  The City Manager said that the agreement was for review of cases heard by the zoning appeals board and the planning commission.  He said the agreement would save the city $12,000 per year.  The Commissioners voted to approve the agreement.

In new business the Commissioners voted to change the date of the June meeting to June 26 because the Mayor has a scheduling conflict on the normal meeting day.

The Commissioners delayed deciding which auditor will do the city audit.  A group is reviewing the applications and will interview the top two applicants then make a recommendation.

The Safety Director talked about home and car break-ins.  One woman who lives near Franklin Road came home and thieves had backed a truck into her garage and were cleaning out the house.  The Safety Director said Metro Police has a lead on the suspect for this crime.  The Safety Director is having a Neighborhood Watch meeting with that neighborhood.

The City Manager reported that Oak Hill's census had been approved and Oak Hill will get about $17,000 more per year in state money.
